Tokio to mroczne technopolis rządzone przez Nogi, szefa yakuzy specjalizującego się w narkotykach i morderstwach. Władzę absolutną zdobył wykonując egzekucję na byłym szefie i poślubiając jego córkę Chiaki. Grozi mu jedynie tajemnicza Ikko, przyrodnia siostra Chiaki. Zainspirowana legendarną zabójczynią, Ikko nazywa siebie Czarnym Aniołem i planuje zmyć mordercę swojego ojca potopem krwi.

Mayo, Czarny Anioł, otrzymuje rozkaz zamordowania potężnego przywódcy syndykatu. Uderzenie kończy się niepowodzeniem, gdy na drodze staje ochroniarz szefa mafii.
